The standard definition of a political prisoner is “Someone who is imprisoned for his political activity. Political activity is not always the official reason for imprisonment". With this definition, Albania has one today. Fredi Belerin, who in May of this year ran for mayor of Himara supported by the opposition, fits this definition very well. The media is full of statements and responses from Greek and Albanian governors who mention his name. However, the media presentation of the Beleri case as a bilateral Albanian-Greek issue is misleading: the Beleri case is a serious problem of basic human rights (habeas corpus), the rule of law and democracy for Albania. Regardless of whether Greece or the European Union is interested or not.
Beleri was the Finland Phone Number List challenger candidate for the socialist mayor and clearly led in the opinion polls in Himaras. This was apparently the reason why Edi Rama attacked him personally and rudely, like no other candidate of the opposition. However Beleri continued to lead and eventually won the race. He learned of his victory in a prison cell. In the last decade, vote buying has become a gangrene in Albanian elections and a constant concern according to the international reports of the international monitoring of the OSCE. The truth is that vote buying is a specialty of the ruling party because of the accumulated public money and proceeds of crime. The opposition has been marginalized, even deprived of routine legal instruments (campaign financing and representation in voting administration) through administrative tricks. However, no candidate of the ruling party has been investigated much less arrested or indicted on such charges. Beler's arrest occurred after police acquiesced to a man with a criminal record who promised to frame Beler for vote-buying (police did not use such a technique on other candidates, despite ample evidence).
